		<description>Plastic bags, though started as a consumer convenience, have become a bane for our society. Huge piles of garbage, most of which consists of plastic bags, are floating in the Pacific ocean and increasing in size. They are extremely harmful to the marine life and killing many fish, seals,a nd other species. 
Any move in the direction of reducing thier use and unwise disposal is of great help. 
It is interesting to note that the third largest city in Canada does not have the power to enforce its own bylaws.  </description>
